Fully vaccinated returning Canadians exempt from hotel quarantine
As of July 04, 2021 at 22:01 Local Time, fully vaccinated Canadians and permanent residents can seek exemption from quarantine requirements.
The federal government announced a relaxation of international travel restrictions on Monday. In phase one, fully vaccinated returning Canadian citizens and permanent residents travelling for non-essential reasons are eligible to seek exemption from quarantine requirements and the 8-day testing requirement. However, they must follow current restrictions already in place since January this year, and isolate immediately should their arrival test result be positive.
Fully vaccinated returning Canadians and permanent residents must:
- Be fully vaccinated (in any country by Pfizer, Moderna, AstraZeneca and Janssen) with their second dose 14 days or more prior to their arrival.
- Enter vaccination records in ArriveCAN app.
- The Government of Canada will be updating its ArriveCAN app on July 4 at 22:01 p.m. MST to allow fully vaccinated travellers to upload proof of their vaccination certificate, which CBSA will verify to ensure authenticity. Travellers will also need to have a digital or paper copy of their vaccination documentation.
- If you have inputted your travel information before July 5, you will need to download the updated app and re-enter your quarantine plans and vaccination records.
- Show proof of a negative PCR pre-departure test result prior to boarding (in either English or French).
- Have a suitable quarantine plan in place in the event that the traveller does not meet exemption requirements. This can be at their residence.
- Be tested upon arrival.
- Await the results of the arrival test and begin isolating immediately if test result is positive. Fully vaccinated travellers will be exempt from quarantine if they meet all other entry requirements.

The above rules also apply to existing qualifying international travellers permitted to travel into Canada.
In addition, there are no changes to foreign nationals or U.S. citizens travel to Canada. Border restrictions continue until at least July 21.
We can expect international travel to slowly recover in stages as the reopening phases take effect and our valued airline partners re-open routes. We are working closely with Calian and the Public Health Agency of Canada (PHAC) to prepare for long queues at International Arrivals. We are still working on queueing to separate vaccinated and non-vaccinated international arrivals.
